OWS3 Plugin Organization

Started to juggle the plugins into the net.refractions.ows3 namespace.

net.refractions.ows3/	branding plugin, and geodss.product

net.refractions.ows3.fps/	branding plugin
net.refractions.ows3.fps.test//

net.refractions.udig.browser/	should eventually roll into udig
net.refractions.udig.context/
net.refractions.udig.dacs/

The geodss.product is located in net.refractions.ows3 plugin which also acts as the branding plugin for the associated feature. The features will all use the ows3 update site, including the udig features we are making temporary modifications to.

The fps and gvs plugins are also acting as branding plugins, in addition to containing source code. I am not sure what is going on with ows3.libs and ows3
